Only the one who turned on the child's account can turn it off through their main account.

You can remove an account from a family group. The account will still exist, but it won't have the benefits or restrictions it had within the family group. To remove a member from your family group, you must have an adult account, and be the one who gave
consent.

Online:

1. Go to account.microsoft.com/family.
2. Sign in with your Microsoft account, then:

• • To remove a child, scroll down and select Manage my child's profile info, select the child, select Remove consent for this child's account, and confirm. Go back to your family’s
    page, and under the child’s name, select More options > Remove from family, and confirm.
  • To remove a child because they’re now an adult, or if an adult account has been misclassified as a child account, verify the account.
  • To remove an adult, under that person's name, select More options > Remove from family, and confirm.
  • To leave the family group if you’re the only adult in the family, remove all children first, then find your name, select Leave family, and confirm. You must be over the statutory age to remove yourself.

Xbox One :

• To remove a member from your family group, you must have an adult account and be the one who gave consent.
  
  1. Sign in with your account on the console.
  2. Press the Xbox button on the controller to open the guide, then select System > Settings > Account > Family
     settings > Manage family members.
  3. Enter a password or passkey to authorize the change.
  4. Select the account you want to remove, then select Remove <member name> from family.
  5. Select Remove from family to confirm.
• You can also remove yourself from a family.
  

When you say you're 18, make sure that you entered the correct birthdate when you created your Xbox account.

Only if you're 18 according to that account's birthdate will you be able to leave the family as an adult.

To do this, sign into your account on
https://account.live.com/family to check if you can leave the family.

Or go to
https://account.xbox.com/settings and see if you can change your online and privacy settings.

If you still get the message about adding a child account to a family account, then your account is not yet 18 according to the birthdate.

Also keep in mind, that in some countries the legal adult age is 20, not 18.

Just be sure you can still access the Primary adult account, as this will be your first step, then once logged into the primary adult account you can manage the family settings and upgrade your account to an adult account.

but remember you must access the primary adult account first!

I had that same issue. If you go to your settings on your Microsoft account on the Microsoft website, you can go to your family and it will give you an option to leave the family right under your name. Hope this helps!
