Remove account billing information

I was hacked and have reset my password.

I have some unknown person with a different address and credit card that is not mine. My account will not allow me to move it. I have never set up a payment option ever.

Please help.

I am also trying to get my emails back and it is not syncing from my back up account. I am not too tek savy. Please help
