Reinstallation not working

So I’ve owned The Division 2 for about a week or so, and this morning when I went to launch the game it said that it wasn’t finished installing. I was a bit confused because it wasn’t showing up in the queue. I did some troubleshooting, and tried to uninstall
and then reinstall. The game uninstalled without a problem, but when I went to reinstall it just says its reinstalling but doesn’t go into the queue. I then thought maybe it was the disc, so I ended up buying the digital version, and then noticed it wasn’t
working with that either. Does anyone have an idea as to what to do now?

Try performing a hard reset EXACTLY like this. Hold the power button on the console for 8 seconds or until the power shuts down completely.
Unplug the power cord from the back of the console for 5 minutes.
Plug the power cord back in and restart the console. Once that is finished try reinstalling the game.

Contact Microsoft support this sounds unusual.

Tried the reinstall and cache clear. didn't work. tried a factory reset and reinstall. didn't work. any other suggestions?

Reinstall. Do tests. Reinstalling don't help

Console 100% working.

If the power cycle doesn't work I reinstalled the app to get it working for a friend. We basically uninstalled the app. Power cycled the console and then reinstalled it. Works perfectly now.
