Reinstall dlc from game pass

I had an issue with the Season Pass DLC where one of the of the packs was not showing up in game. Ubisoft support had me uninstall everything and reinstall. Now the following DLCs from the season pass are not showing up in the available to download area
of the game management screen on the Xbox, for reinstallation.

Law Enforcement pack

NY Paramedic Pack

NY Firefighter Pack

NY Police Pack

Hunter Pack

Survivor Pack

So the game had been working fine for months (with all DLC) until I signed up for Game Pass. After signing up, on launching the game and trying to load my save game, it gave an error something like "Content not Available".

After that, I uninstalled the game and tried to reinstall from disc 2 as before, but only the main game was reinstalled and none of the DLC. When I try to load my game now it says "Unable to load save game as the required downloadable content is not present on the selected storage device. Please insert a storage device containing the required downloadable content or download the downloadable content again".

I've tried looking under "Manage Game" and the content is not available there to download. If I look in the Microsoft Store, it wants me to pay for all the DLC to download them again.

I just tried the "Reset and keep my games and apps" suggestion and the "Clear Cache" options you suggested, and uninstalled and reinstalled but no luck.

I really think the problem is connected with Game Pass, as Game Pass included DA:O, but not the DLC. The only thing I can think to do now is let my Game Pass subscription expire and try to reinstall then, but that is a less than ideal solution.

How do I get rid of the game pass version (Fallout New Vegas, if it matters) so that I can play from disc and access the DLC? The DLC is installed, but game shows "Game Pass" on launch screen and only sends me to store for DLC.

DLC is on disc 2, so by rebooting xbox and putting in disc 2 I was able to install DLC. I just can't access it.

Because of how Xbox Game Pass works, you have to reinstall the game due to the licensing trying to use the Game Pass version which acts as the definitive version.

Go to My Games & Apps, highlight Fallout New Vegas, press menu (the button with 3 lines) and go to Manage game & add-ons.

Once you are at this screen, highlight Fallout New Vegas again, and press Menu once again, the select Uninstall. This will uninstall the game pass version and you will be able to install from a disc once you do this process. Your DLC will be safe.

Is the DLC a separate download from the main game? If so possibly uninstall that section of DLC.
