Regions, Languages, Xbox Live, and just simply oh god the horror

Ok some background, I am a New Zealander who speaks English, and has UK residence.

Now I live in Germany (not sure how long I'll be here, could be six months, could be five years), but while I am taking German classes, I don't really speak German.

I own a Windows Phone, an Xbox 360, an Xbox One, and I run Windows 8.1.... so you could say I am GENERALLY a Microsoft supporter.

But what the hell is going on with marketplaces/languages/regions..... after I moved here, I migrated by account to Germany (one of the worst decisions ever), this switched my marketplace into German and basically prohibited me from watching any movies/tv
from Xbox Live Video anymore (in Germany they don't offer English audio tracks, and mostly don't even provide subtitles)

But at least I could set my Xbox 360's language to English, so wherever there was an English version of Marketplace text etc it would use it, not exactly perfect, but I was willing to suffer it and just ignore Xbox Live Music & Video as viable options for
media content.

Then I bought an Xbox One...

If I want to tell my console that I live in Germany, that's fine, but it ONLY allows me to select German language at that point.

So the marketplace was entirely German (with no English text where it exists like the 360 could do)

Naturally, I change my console to be United Kingdom, and language English.

Now games are good, marketplace is readable... cool right?.... yup until you actually want to purchase something and suddenly need English Pounds.

Or you attempt to use the Video App and it constantly shows warnings about my consoles region not matching my account.

Fiiiiiine, I'll migrate my account to the UK (I have family there so I can use their address for billing etc)

And again all is somewhat good, I can use the xbox live video and music apps, games are in English... BUT....the marketplace

After migration all of the content I had was transferred to the UK account.... that includes several games that are different versions in Germany, i.e Fable, Halo 3, Halo Wars, Assassins Creed 2, Max Payne 3

And when I attempted to redownload things (my 360's drive had died, so I got a new one)... they all fail on around 80%

Quick google search, yeah its likely its because I am not physically in the region for my account/console region, so basically I need to go visit my relatives in the UK to redownload a bunch of things.

But my real question is why the hell does this scenario exist in the first place?

All I want, and it seems a lot of others want is to select English language regardless of where we are living and have things work, and to receive content in that language even when we are in a country which doesn't speak it.

Fine, for the content the region we currently are living in doesn't allow, don't allow digital access to it just make us play off discs or whatever.

But right now I am stuck in a really silly scenario, I don't know what Microsoft would OFFICIALLY recommend I do. Since apparently VPN'ing is also not allowed, can someone official confirm that?

Please can I get an official support answer to this scenario.

How to change your XBOX LIVE language?

We should be able to change the language of our Xbox LIVE account, and I'm not talking about the region, I understand that. Just like in Canada or Hong Kong, in those countries thay have two languages, the Xbox LIVE team should make all of the languages
available to all Xbox LIVE regions... or maybe just add english. I hate my
spanglish dashboard and achievements.
