    I really don't know where to post the question about registering a personal developer account. In the official announcement, it was stated that starting from June 1st this year, it would be free to register a personal developer account. But why am I still being charged for registration now (in China)?

    Maybe you misunderstood the blog which was pretty clear

    Dev mode is only free for Windows store

    Not xbox

    China typically has separate rules from everyone else, and remember that was specifically for a Windows developer account to encourage people to make apps, it's not for Xbox developer mode
