Regarding playing a game purchased in other platform on xbox series s

As xbox series s is online platform it will be comfortable for buyers to make games in store available for both pc and xbox. Or allowing other online purchase platforms(i.e steam, epic games) . Because all gamers aren't rich to buy separately for pc and xbox.

I’m afraid there is no central rights locker for games like there is for movies

Until that changes, no digital retailer will give you rights to the game on any other. The only reason PlayAnywhere exists is because Microsoft operates both stores.

Also, the cost of doing movies is essentially trivial. The same master tapes are sent to everyone, one tech will spend a day on a movie give or take. It costs millions of dollars to produce a PlayStation or Xbox version. Money must be spent conforming to Steam and Epic achievements and online play systems for example. This isn’t a few hours at an ingest station.

No, as far as I can tell the game is not a Play Anywhere title. There are even different versions showing in the store for Xbox One and Xbox Series S|X.

So if someone wants to play the game on multiple platforms it seems they will need to purchase it seperately on each platform.

The Deluxe version of the game includes both the Series X/S version and the Xbox One version....just that the XB1 version won't be playable till April
