Fable III was only free between 16th June-1st July as part as the free games for Gold promotion.

As you have downloaded it & already got some achievements on it you wont be getting a refund.

I think I should emphasize the refunds seem to be only on purchased retail or digital goods after after July 28th, 2015

I don't know. I might go to Best Buy, maybe not. It'll suck if I wait till June and then the code doesn't work. Microsoft and Best Buy won't give me a refund on a six month old card if it doesn't work.

I paid for the Premium account so that I can access last month's games, but I can't figure out HOW to open last month's games. I feel like I've clicked on everything, but can't get back to June. How do I play a game from June 30th now that we're in July? Thanks!

Do you mean you are trying to claim one of the "free" games with gold from last month? If so then since its already July, its too late to do that.

If this isnt what you mean that some more details would be helpful in order to understand better what it is you are trying to do.
