    I had requested a refund and it was approved but have still not received payment for it it has been over 2 weeks,

    I have tried to contact Microsoft support but I cant get into a live chat at all.

    Refunds are returned to the payment method used. It can take 7-10 business days for a refund to return to your payment method

    Where do games purchased with Verizon billing get refunded?

    When you get refunded, it gets refunded to the choice of payment you made. So if was a card payment it would be refunded back on the card. If it was gift card then the refund goes back to Microsoft Account balance. For you, then the refund should go back on the Verizon billing.
