refund/all preorders cancelled?

So I checked my bank statement today and I had a refund charge for the full amount of the new console.

I call support and they tell me my order is pending. but reroute me to Microsoft order support who tell me all console orders have been cancelled and I will have until the 12th of December to click a link to resubmit my order. I never received any such email.

has anyone else heard of this?
