It seems to be that our Refund Request Form isn't available in your region. In this case I would suggest to contact Live Support.

It's going to ask if you want help from the virtual agent select
no thanks, pick the category(Billing) and just pick a contact method
(request a call from support or Chat is faster).

and see if the account is eligible for a refund.

Should both refund request fail you can also contact a live agent with a
Call back Request.
