    It seems to be that our Refund Request Form isn't available in your region. In this case I would suggest to contact Live Support.

    The best way to reach Live Support would be here: https://support.xbox.com/contact-us#0

    It's going to ask if you want help from the virtual agent select
    no thanks, pick the category(Billing) and just pick a contact method
    (request a call from support or Chat is faster).

    Hey Guilherme,

    As JhonSnow suggested, please visit our
    refund request     site. Once there, you will be asked to fill out a
    Refund Request form     where you will be asked some info on the purchase for the V-Bucks.

    I'm sorry that it's been a hassle to get the refund webform to open. In this case I would suggest to contact Live Support. Since the refund webform isn't loading up it would be the best option to follow.
