Redeemed game not visible on Xbox One Digital

I redeemed a code for Rocket League (collectors addition), the extra's show up on my home xbox as installed, as well as online via my pc, but the actual game is not listed. I've selected all storage (it is digital xbox one with only internal storage), as
well as keep my games updated in settings, and also allow remote updates. If I look in my online profile on the pc, I can see in my installed history the code redeemed. I've contacted Microsoft twice now and they point me to the same article, basically ensure
I'm selecting all storage, and allow all updates, which I have. They close the cases down almost immediately, even though I tell them the issue is not resolved, now they tell me to use this forum because someone will likely be able to fix the problem (that
Microsoft support can't).

Anyway,after some more testing, I used a second xbox and made that my home xbox as well.

This is where I made some progress, the 2nd xbox is a One S version, with the dvd drive. I've found that it previously had the same game installed from media, and if I select from the pc to remote install the redeemed game it does install the add on's, but
not the digital game (I must have the game installed from the disk firstly for the remote install to work).

So the issue appears to be now, that when the disc game is installed on the xbox one s, it installs fine, when I then remote install the game to both xbox's that are my home xbox, I only get the add on's to the xbox that has had the game previously installed
from disc. This would suggest that the remote install process is trying to work.

So, my problem is that I cannot get the redeemed game to install on the xbox digital that the code was redeemed on.

If I could get the digital game to install on the One S I should be able to use that via my profile, but I cannot get the digital version to install, only the disc version of the same game.
