Redeemed Code for Forza Horizon 3 But Download Hasn't Appeared

So basically I bought Forza Horizon 3 Standard Edition on amazon a couple hours ago for Xbox and windows 10. I don't have an Xbox One so I downloaded the game for PC specifically. I got my code to redeem the game that I entered on this account straight away
(I used a different email to purchase the game). I was informed that the code redemption was successful but the game never appeared in my library. And when I go on the store of the game it says "Buy" as if I had never redeemed the code. So now I've payed £32.99
for a game, but haven't got the game. What's going on?

The Forza Horizon 3 Known Issues thread doesn't specifically address the issue of the Warthog DLC not appearing in-game after redeeming the code.

Hi, I received the DLC code for my Warthog to use in Forza Horizon 3 and redeemed it via the Xbox app, but it hasn't actually appeared as a download item when I go to Manage Game on my Xbox One. I've been playing since early access started and figured it
might just be a pre-release thing, so I waited until today, but there's still no sign of it.

And yes, before anyone tells me, I know that ultimately the car should appear as a Gift item in the Social tab, in-game, but it's not there either.

So, redeemed code without an error, no downloadable item, no in-game gift car.

If I try to redeem the code again then it tells me, quite righty, that the code has already been used, so I know I did complete the redeem successfully.
