If the hacker have not changed the security information on the account (phone, alternative email address, etc) you can try to follow the steps below to reset the account password:

If the above does not work, your only chance is by filling the recovery form again. Try reviewing the information you submitted and double check if any is wrong. Unfortunately it is the only option available - if two factor authentication is not enabled on the account. If the hacker also enabled two factor authentication on your account, unfortunately it will be impossible to recover it.

No Microsoft employee can help users recovering their accounts. They only instruct you on how to fill the recovery form or reset the account password if the hacker did not take full control of the account. If you talk to a Microsoft support advocate, he/she will tell you the same thing. They are not allowed and have no access to change anything on a user account. I hope you understand.
