Recovering an xbox live account that I haven't used in 16 years

The title kind of lays out the heart of my problem.

I don't know the password to the account I used to set up xbox live back then. I also don't remember the answer to the security question I answered 16 years ago (The question was "Who is your favorite person from history", totally something 13 year old me
and 29 year old me have in common). I don't even have access to the recovery email I used then (although I do know what it is).

Using the account recovery form, I'm asked to answer questions like "what were the last 4 digits of the credit card you used to make a purchase on this account", "what are the last passwords you remember using for this email", and "what are the subjects
of recent emails you sent".

I've filled out the account recovery form and guessed at my own old information so many times the system has locked me out from trying again for 24 hours.

I also reached out to customer service, and while the employee tried his best to help me he literally couldn't do anything except for ask me to fill out the account recovery form again.

I know the email I used, I know the recovery email I used, I know the services I used, I have my old xbox (although my profile was scrubbed from it), I know where I used it, and I would be very happy to provide any other information to prove that I am the
owner of the account.

Other companies have more comprehensive ways to help players troubleshoot problems like this. I needed to recover my old blizzard account as well, and to verify my identity I had to send them a modified picture of my government issued ID. Within the day
I was in touch with a very helpful representative who has helped me not only recover my account, but update my email and information as well.

Yesterday I finished building my first gaming PC and I'm really proud of it. I play Destiny 2 a lot, and I was looking forward to playing it on my new desktop. To migrate Destiny 2 onto PC from a console, I need to either authenticate all accounts linked
through bungie.net or unlink them, and I can't do either unless either I have access to the account or someone unlinks it from bungie.net for me through my account. Mods on the bungie forums made it pretty clear that they can't do it on the bungie side, so
I have no choice but to keep bashing my head against this wall until either someone helps me or I get dumb lucky enough for something to work.

I would also very much like to use my own xbox live account for playing microsoft titles. This makes that kind of impossible as is.

If anyone is able to help please do, I'm at the end of my rope here and I just want to play a game.
