    Potentially inflammatory content is subject to removal per the Xbox Live Code of Conduct. While you may indeed see similar content, if that content is also reported, it too is subject to removal, so the "other people are doing it" defense doesn't hold
    up, I'm afraid.

    Was this removed as your Gamerpic? If so, it's probably because the rebel flag is commonly being tied to a way of thinking nowadays that offends people. The world is changing, as I'm sure you know, in the last few years. Everything is offensive now, including
    this flag. It's likely that somebody reported it and said that it offended them....
