really need help even live chat cant seem to help me and know what the issue is :(

I have made a new account on my xbox everythings all well and good, connected to xbox live and been able to join party chats but I tried a message to my friend and it comes up please reinstall this app but its given me an error code. I spoke to live support
for a while done all the resets and they cant find the issue when I go onto xbox.com on my laptop and try send a message it comes up with an enforcement but I haven't been notified and even sent one message the account was literally made for not even half
an hour someone please help me here or direct me in the right way

CANT REMOVE OR ADD FRIENDS

I am having a very big problem. i cant seem to add or remove friends from/to my friends list! Also, some people on my friends list can not even hear me talk! I have the setting so that I only hear people on my friends list, so I dont know why this is happening!
I really need some help, as I cant even talk to some of the people I talk to in real life and from xbox live. This has been going on for so long! I really need some help!

ps i also did see the service alert, and it currently has nothing to do with the friends from what I can tell.

Hello, Today i was on xbox live i have reported this issue but no one seems to help. this kid is DDoSSing everyone i know i need him banned soon or somthing. Its getting bad where i cant even play. his gamertag is
