Reading The Microsoft Print

I recently bought Fallout 4 - on the premise that it came with Fallout 3. The ad said nothing about any special conditions, although a little research indicates that only pre-orders were applicable - or maybe not - it's, as usual, vague at best. Can someone
clarify?

It can take up to 10 days to receive the Fallout 3 code. The promotion is valid through February, so if you bought digitally you should be receiving the code as an Xbox Live message in due course. When that message arrives, simply redeem it to begin downloading
Fallout 3.

Well, it's been longer than that so I've got a few options here - report MS for fraudulent advertising, demand a refund, or, the most practical long-term solution - buying a PS4 and a Mac and saying goodbye to MS for good.
