Rainbow Six Siege Ultimate Edition - Gameshare Not Working

I purchased R6 Siege Ultimate Edition a few days ago while it was on sale, as a birthday present for my sister. We gameshare and I've designated her Xbox as my home Xbox, while I play on mine. Gamesharing games and DLC has been a success in general until
buying this game. I have access to all Year 1-4 Operators but my sister does not, at all. It's as if she only has the base game, even with all of the DLC downloaded.

We've tried just about everything: power cycling, uninstalling and reinstalling from both her account then my account, switching the home Xbox to me then back to her, have my account signed in on her Xbox at the same time that she plays, etc.

This has left me frustrated at a time where Microsoft won't allow me to call or email due to high volume. I've tried to request a refund and explain my situation there, but they immediately denied it, saying that the game is not refundable due to being played
(which I understand) but they didn't even address what I asked about content not working, gamesharing, and if it's a potential licensing issue between each Xbox. I want to know if Microsoft can at least update or refresh the licenses on the home Xbox.

Anybody else run into the same situation and got it resolved?

Players can share Year Pass Operators with profiles on the same console, but not additional purchases.

Will I be able to share my Season Pass with other users?

ANSWER:

For Xbox One users, all content is shareable between users on the same console.
