Questions about updating games on xbox one

Is it normal for games you are updating to fluctuate from 204.82 Kb/s to, 904 Kb/s to 3.14 Mb/s ? I looked at my Detailed Network Statistics and Download speed is 0.67 Mbps. I'm using a Nighthawk NETGEAR router and my internet company says I have a 5-8 Mb
connection, I'm using ethernet cable to connect my xbox to the router. Is it my internet service provider or xbox live?

Question About Updating...

OK, so i'm gonna be at myebst friend's place next week, he has an XBox 360, although i'm not sure whether or not he's connected online, so i'm pretty sure he doesn't have an acct. he has verizon fios, though. I'ma regular user
on Xbox Live whereas my friend is just started using PSN on PlayStation 3, but what i wanted to know, and this is probably a dumb, obvious 1....but is the console still updatable without a profile, like assuming it can connect online? Leave me a reply back.

The fluctuation in speeds is normal. Your internet circuit is relative slow and anything else happening on your network or the servers can impact your actual speeds. It is extremely rare to get your full bandwidth when downloading anything.

The February update does appear to be the most current general OS release.

It's not unusual to see small updates issued every month or so, but I don't think the release timetable is precise. Plus, due to the challenges presented by distancing requirements, I'd imagine that Microsoft (and pretty much every other company) has had
to adjust their work processes, which may account for the incremental release void that we currently see.

No, there are certain time's of the year that they are released. Normally around spring and fall months of the year.

I'm pretty sure I've got system updates every month before on Xbox, just like Windows get updates every month

Game updates are on the hard drive, along with the game installation. Clearing the cache will not remove the game updates.
