Question about Gamerzone status

I have recently ran across some gamertags with their gamerzone set to 'None' instead of the standard selection of 'Recreation', 'Underground', 'Family', and 'Pro'. As I understand the Xbox Live Code of Conduct, it is against the terms of service to mod your
profile. So should I report these gamertags to Xbox Live modding their profile? Thanks.

If they didn`t add a zone when creating their account it will say none.

I doubt very much someone would mod their account to just say none.
