You can submit a ticket to Forza support https://support.forzamotorsport.net/hc/en-us. Since you already tried uninstalling and reinstalling you can try this https://support.xbox.com/en-US/games/troubleshooting/game-freeze-solution.

I really like the Forza Horizon games and how real places are used as the environments. I was at a restaurant the other week and they had a photo on the wall which I was able to recognize as the Twelve Apostles in Australia because of how many times I'd
driven by them in Forza Horizon 3.

Oh I agree with this one. Forza Horizon 3 looked amazing, even on my base Xbox One. Everything about that game; from the opening sequence to the first transitions to the jungle area or desert.

Forza Horizon 4 looked great too, but I think Australia looked a bit better. Although, the seasons in 4 were a nice touch.
