    I tried to buy something earlier in the store with my phone number. I tried to make the purchase and it says, were having trouble processing your payment and wed like to get it sorted out. It said that a few times but them it finally let me purchase. Now
    i am trying to buy something else and it says that exact same thing again.

    Have you tried purchasing the content through the in game store other than the xbox games store?

    Where did you purchase the game? Purchasing from the Xbox Store grants you the Gears of War legacy collection, while purchasing either with a Paypal account or purchasing from the Microsoft Store will include a $10 gift code.

    The idea here is, you never own anything that someone has invented or thought of, any IP is theirs and theirs alone, it can be licensed, lent, borrowed etc but they always own the rights to their own ideas.

    If you want a disc copy of a game you've bought digitally then you would have to buy the game on disc,you wont get a copy for free just because you have bought the digital version.

    Yes, you can use your Microsoft account balance as a payment option for hardware on microsoftstore.com I do not know if there are any restrictions so you may want to check on the site itself. If you add something to your cart and start the purchase, you'll
    be able to tell before completing the purchase.
