looks like you have your region set to the US and not where your from, you would need to change your account region which can only be done once per three months.

Try un-installing the DLC from your Xbox, clear your cache, and then re-download the DLC pack. When you load up the game, as the cache has been cleared, you'll be prompted to download the latest patch again. If this doesn't work, please get back in touch

Refunds are not usually given on market place purchases. Is it the season pass you purchased?

Sorry but you can't do that. Once a game is bought on an account, it stays on that account.

If your brother is using the same console, both yours and his accounts can access the game.

Alternatively, if he isn't, you could buy him a prepaid MS currency card, which he can use to buy the himself.
