Purchasing DLC tied to CONSOLE or GAMERTAG ???

I want to purchase call of duty acension pack for my son on our xbone, But will he have access to it or is tied to my account/gamertag ?

it worked with evolve skins and other purchased games.

Saints Row 3 DLC not working offline!

Most DLC is licensed to the purchasing gamertag (your profile) and the console it was first downloaded to (your console). It doesn't matter that your friend's HDD was on your console at the time; the offline license is tied to your console, not your
friend's HDD.

What you were trying would have worked if you were logged in on the other console when you bought & downloaded the DLC.

If your xbox is the xbox home of the account that purchased the dlc, then everyone else logged into that console should have access to that content.

Since the licenses are tied to the gamertag that purchased the content, that gamertag can redownload and use the DLC on any console as long as it is signed into Live. So yes you can.

There is a way to use it on both consoles, but it may be a little more difficult.

When you purchase content it's tied to the gamertag that purchased it as well as the console that it was purchased on. So let's say Gamertag 1 downloads some DLC on Console 1. That gamertag and all of the other gamertags on that console will have access
to the DLC because both of the licenses are there. If Gamertag 1 moves to Console 2, it will be able to redownload and access the DLC as long as it's signed into Live, but only Gamertag 1 would have access to the content because the console license is still
on Console 1.

The DLC is tied to both the gamertag that purchased them and also to the console that they were first purchased and downloaded to. Your sisters DLC is available only on her xbox or where ever her account is signed in. The same goes for the content that
you purchased. Your console or your gamertag. If she had purchased it on your console and downloaded it there first, then any gamertag would be able to play it on that console. She would then be able to download it to her console and be able to play it
as long as she was signed in to the gamertag that purchased it.

You cannot share DLC across gamertags, unfortunately. Your purchases are tied to your gamertag.
