Purchased game that does not allow to start because it said I do not own the game

I purchased Fallout 4 back in November and played it for months and now when I try to play it, it shows I do not own the game even tho I purchase it.

Cannot download profile on ANY backwards compatible game

I have been having the exact same problem. Some people have said to sign out of Xbox Live and try to download the profile. When I do, the game closes and it does not allow me to start it until I am signed in. With my backwards compatible dics that's I do
own, it still does not allow me to do anything. I bring up the guide by pressing the "double window" and the menu key together and try to download the profile manually, but I get an message that says that it "Can't connect to Xbox Live. Select Test Connection
to troubleshoot your connection." My connection is fine. I went though my router settings and everything is as it should be. Not sure how to fix the problem.

I can not play them because it tells me that I do not own the games.

You bought the games but did you install them? You will need to install them in order for them to play. You can either head back to the store and find the games to install them or go to My Games & Apps and scroll all the way to the right. They will be
listed in the Ready to Install category.

Since it's a digital game the game save is already saved on your cloud storage. Did you try deleting and reinstalling it? Though there are other problems also, it could be that the DRM to the game is corrupted. Though reinstalling the game should solve these.
Does the game say "Install" when you go to the Xbox Live Marketplace?

Maybe a stupid question, but if I use the above suggestion would I need to purchase a separate Xbox live account membership?

Also, if I do not create a separate live account for the kids, would they still have access to games downloaded using my own live account?

... And does this actually address the in game purchases or only allow blocking games unless allowed?

Every purchase you make does state that there are no refunds before you complete the purchase. They have started relaxing that a bit and allowing 1 refund a year, but generally you can only receive a refund if there is an actual issue with the game, not
just because you don't like the game.

Not according to the EULA at the back of every game manual. Oh and Licsenses (which is what a software purchase of any kind is) isnt covered under your precious First Sale Doctrine.

Also don't bother saying that the games EULA doesn't apply to you because you don't agree to it. If you play the game you agree to it (that is said at the start of every EULA).

To nail my point home a bit more, go look up Apple v Franklin. its from the 1980's, but applies directly to your arguement.

Synopis, Franklin computers bought several Apple computeres, they then began to take bits and pieces of firmware off the chips in the computers, because hey, they "owned" them. They then started using this firmware in their products and started reselling it.
Apple found out, sued, won. (Franklin today is "big" in pocket dictionaries fyi).

How does this apply to the single line of text I quoted of yours? Franklin bought an object and could sell it. but it was not their property as they are not allowed to do with it what they will. You own the game disc, not the game. MAJOR difference.
