Purchased, Downloaded but doesn't add content

I have this problem where I have used my credit card to purchased some money for GTA 5 online. It seems that when I purchase the money and try to download it it keeps showing a message with an error code. I know I have sufficient funds. Then when I turned
my xbox off and back on again and it said it had downloaded. I go onto my GTA online account but there are no changes to funds. I have tried going to download history but it doesn't show the pack I tried to download. Please help

Arcade games and region switch error

If you read the warnings before the migration it says this:

Previously purchased or downloaded content (for example, videos, games, and add-ons) cannot be downloaded again after migration. Previously purchased content is not refundable, and there is no guarantee that it will work after migration.

HELP!!! Licence Transfer Problem

If I remember right you can do all that on the Xbox website in your account. And just queue it all up .

On your computer

To see your purchase history, go to Account Purchase History and sign in with your Windows Live ID (email and password).
Browse your purchase history. If you want to download something again, click Add to queue. This adds the item to your console’s download queue.
Turn on your console and connect to Xbox LIVE. The items will begin downloading.
Note Downloading previously purchased content to a different Xbox 360 console does not transfer the content's licence. If you want to use content without signing in to Xbox LIVE, you must transfer the content licence to the console. For information on how to transfer licences, see Can’t play content after console was repaired or replaced.

DLC is downloadable content. Basically it's add-on content you can purchase separately for the game.

I have a similar problem with a game I purchased on Christmas that failed to initialize download but payed for the content. It shows in my Microsoft account purchase history as having been purchased and includes an order number but doesn't show up in my
purchase history on Xbox account so can't add to download queue at all and when I go to the game's page on the store it wants me to re-buy it.

It should do. Like any DLC purchased via the website it will immediately add that content to your download que, once you turn on the xbox 360 the content should automatically start to download the data. Once downloaded you'll be able to use that content.

Gold status doesn't matter for whether or not you can download previously purchased content.

If you're not still in Spain, you might have some issues redownloading since your region doesn't match, but you can redownload content through your Download History.
