Sorry to hear it. If you live in Singapore but your tag is set for a different country then that is what could be causing the issue.

Sorry to hear about the issue. Are you experiencing this issue on your Xbox One console or on the Xbox.com Store? If you are attempting purchases on your console, could you please try making a purchase on the Xbox.com store? Or do you have another Xbox One
console available to you that you could try making purchases on? If so, but you still receive an error code (resembling XBOS-0000 or 0x00000000), please provide us with that code so we can investigate further.

Just to note I´ve been having the same issue with my payment attempts, both VISA and paypal accounts. Neither XBOX store, XBOX apps store (windows 10) or XBOX store online work any more.

Do you mean you live in ukraine ? In which case the reason why you are getting that error is because ukraine isnt an xbox live region
