Protected video? Cant stream HDMI to PC?

Hello, I'm looking into streaming another game system (ps3) to my downstairs computer through the Xbox ones HDMI input; Searching to determine if this is possible have yielded mixed results. (several people claiming it could be done) This lead me to the
    following (posted by Microsoft)

Now I'm wondering; what exactly qualifies as 'protected HDMI television content' or does this just mean ALL HDMI Input devices? including ps3, xbox 360, cable box, roku, ect?

Also, I seem to vaguely recall hearing about this specific feature, early into Xbox ones launch. Is this a feature thats only supported by older firmware?

    Protected video

Protected video and HDCP-protected content can't be streamed with game streaming. This includes protected HDMI television content as well as the content from many media applications.

    Aft

Xbox One AS a media server, not a streaming receiver

    Hi BrianRagle,

The Xbox One isn't really designed to be a network media server. You can only stream from your Xbox to your Windows 10 PC using the Xbox App for Windows 10. However protected video and HDCP-protected content can't be streamed with game streaming. This includes
protected HDMI television content as well as the content from many media applications.

New 360E unable to enable HDTV without HDMI

HDMI to YPbPr converters do exist. However, there is a risk of incompatibility if the converter does not support the HDCP encryption used by HDMI for copy protecting video content (streaming movies, playing DVD Video, etc). Converters which do are a bit
shady, since they're violating industry agreements. So finding one which works with the Xbox 360E is a bit of a gamble.

it does not have a hdmi and I cant afford an adapter right now. I could disable a lot of things on my pc to improve the stream quality, but I just want to play without the stream.
