    Is your billing address on the Microsoft account the same as what your billing address for the card being used? Have you used this card before or first time using it on the Microsoft Store? What is the item that you are trying to purchase?

    Make sure you are putting in the correct zip/postal code where provided and the region is correctly selected.

    Привет! Список стран где присутствует Лайв не так велик. Какую страну ты выбираешь? Посмотри какая есть ближайшая поддерживающая сервис Live. Как правило расчет в сторе в долларах, если твоя карта не поддерживает оплату нужен долларовый счет. На account.microsoft.com
    можно поменять страну.
