    Being able to change profile pictures is supposed to be back on. If your picture really isn't offensive then it sounds like someone might have falsely reported you.

    you would need to go to https://enforcement.xbox.com/ to see if you are eligible for a Case Review.

    only the XBLPET handle Enforcement Actions and they do not use these forums

    Hello as stated check out the enforcement page and see what the ban was about. I know at the moment gamertag pic changes are not being allowed.
