Profile will not download onto a new 360 console. Error code 80151103

The error code is 80151103.

I have tried to download his profile onto my Xbox and it still comes up with the same error.

I was wondering if Microsoft decided to discontinue the download profile option on the Xbox 360. every time I try to log in I get the error code 80151103.
