Profile pictures

I need help please with changing my profile picture. I noticed for the past 2 months, I have been trying to change my profile picture and it hasn't been responsive. It would reply with "We can't upload this picture right now. Try again in a little while".
I would try again another time, and get it again. Is there a problem that I don't know or something?
