To actually answer your question,profile picture bans/suspensions are classed as communication bans/suspensions which would be why you can't talk to anyone while the ban/suspension is active.

The only problem with that is that this was taken down 10 minutes after this was posted. I doubt that anyone has seen and reported this picture within that time limit, everyone on my friends list share my same sense of humor and I haven't played an online
game yet so other players have yet to see this.

I believe that you got a suspension since some people may take offense to the flag ( I personally dont) and i dont think that they ban the blm profile pictures because its not "offensive."
