Thank you for posting here on the Xbox forums. We understand that you are having difficulties making purchases for digital content from the Xbox. What exactly are you trying to purchase?

Usually, that error message means that you need to get in contact with a support agent in order to resolve this billing issue. As we do not have, nor can we gain access to your account, it would be best to
contact a live Xbox support agent.

Aside from that, have you also tried making these purchases from the
Xbox.com website using your account/gamertag? If not, give it a shot and let us know the resutls!

There were problems with buying digital content and redeeming codes. Now everything should be back working.

Thanks for reaching out to us today. I'm sorry to hear about these purchases not showing up on your account. If I understand correctly you bought in-game items for Apex and haven't received them. Have you attempted to

remove and re-add your account?

If you haven't go ahead and give it a try, if that doesn't help I would suggest to

uninstall and re-install the game to see if your in-game content appears. If the items still don't appear I would suggest for you to go through
EA Support as this is an in-game item
