If there is only one person signed in to the console, the guest account has the same privacy settings as that host.

If there are multiple household members signed in, the guest account has the same privacy and online safety settings as the family member with the most restrictive settings. For example, if a child is signed in, the guest is restricted by the child's settings.

As soon as either the host or the guest signs out, the guest account is removed from the console. If your guest anticipates playing on this console in the future, we recommend that they create a Microsoft account and gamertag on the console.

The membership was activated on account#1 which should be designated as 'my home xbox account'. Adding account#2 (guest) grants access to account#1 (admin) services and games. account.microsoft is where you can manage subscriptions etc...

If you remove account#1 from console, account#2 is still a guest. Support can help you clean this up. I would say you do not have the correct security status on account#2 to access some settings. If you then made account#2 home account the account would
become admin and the previous admin becomes guest. Using the now guest account to manage subscriptions may result in not having the correct security status so you cannot access some settings.

This is a security feature that can be resolved with supports help. You will need to know all your security details. This might take awhile to complete as to ensure that support are not helping a thief or hacker gain control of your system.

power cycle the console, and then try to sign back in do you see the same thing happen?

For those who find this in the future,

Simply turn on Xbox, then using the actual Xbox power button, hold it down for 10 seconds. Then turn Xbox back on, anyway you like. Then try signing in a guest. For me it automatically went to hostname(1) instead of skipping it and going to hostname(2).
