Thanks for posting. Quantum Break is available on both Xbox One console and Windows 10 PC. However, it is not an "Xbox Play Anywhere" title. In order to play Quantum Break on a Windows 10 PC, you need to a license for the Windows 10 version of the game.
If you only purchase a copy of Quantum Break for Xbox One, you will only be able to play on your Xbox One. There was a promotion available for those who pre-purchased Quantum Break on Xbox One before April 5, 2016 where they would receive a code for a Windows
10 copy of the game but that promotion is no longer available.

Since you purchased the Xbox One version of Quantum Break, that is why Xbox.com is reflecting that you own the game but the Windows Store is asking you to purchase the game again.
