Problem after latest system update that went out for the Beta Ring not being able to rate...

These are the latest Xbox OS and also the Beta, Delta and Omega rings of Insider Preview Program are also on the latest release
to General Availability builds.

The format preview/beta discs no longer work after the dashboard update went live for the system. All beta testers received a digital copy of Reach after this for their participation, code being sent by e-mail. The beta disc is now nothing more than a collectible
item.

Are you in insiders? This appears to be a issue related to insiders, I’m seeing a lot of reports about the same issue with being in the preview rings, I’m also experiencing this issue after the latest insider update I reported it to them from report a problem

if still no luck i would ring Xbox support

The Xbox Wire has an Insiders section that updates on the latest builds and releases and specifies for what ring. Sometimes they release the updates to a subset of people in a ring, so being in a ring isn't going to guarantee that you'll get the release,
but if you check that page, it should let you compare against the build you're running in Settings > System to see if you're up to date.
