Privacy Settings Locked

May I know which device are you getting this error code from? It will help us determine the steps we can perform to fix the issue. Kindly sign in to https://account.xbox.com/settings and make sure that all multiplayer settings are set to “allow” or “everyone”:

Please click “submit”, once confirmed restart your device to re-sync and make sure all changes are saved.

Either check your privacy settings to allow viewing profiles of others, check that there is no xbox live service issue or the person you are trying to view has his privacy locked down.

It's possible that your account might be on "Lock Down." Here is a link about changing online safety and privacy settings through the Xbox One:

I don't think it is possible, The only settings that can be locked are Privacy Settings/Account Settings.

where exactly would i be able to find out that my account has been locked on accounts.live.com? because i looked at my privacy settings and i couldn't find anything about my account being locked.
