Privacy & Online Saftey

So, I want to change my priavcy setting of "You can create and join clubs" But every time I would do it, I would refresh the page and see that it still didn't change. Like for a second I would submit
it then I'd wait a couple of seconds and the page would refresh and it would go back to the Block setting instead of the Allow setting and I've been doing this for a straight 15 minutes. I restarted my computer. And tried
it again but it still wouldn't work. Any help would be great because I'm out of ideas
