Privacy & Online Safety Settings Not Working

I am having an issue with my Microsoft / Xbox settings. It will not let me change the settings for Xbox One/Windows 10 Online Safety.





More specifically, I am not able to enable "You can join multiplayer games". I am also unable to change "Broadcast gameplay", "You can share content made using Kinect or another camera",
Others can share your content to social networks". These are all blocked for me when I select "Allow" and click "Submit", the button will grey out and appear to be working. The page flashes and looks like it refreshed, but nothing changes,
and the features remain blocked.

I discovered this issue yesterday when trying to play Forza Horizon 4. It would not let me connect to online, and when I click the online tile, it gives me an error. The error said something about my privacy settings.

This is not an issue with my computer, my internet connection, or anything like that. I created a new Microsoft account specifically to test these issues, and everything worked as expected. This is an issue with this specific Microsoft/Xbox account. I have
called customer service 5 times, twice I was hung up on. The other times they took me through basic troubleshooting ( resetting my computer, refreshing page, etc.) I am wondering if there is some setting preventing me from enabling these permissions.

Some extra info that could be useful in troubleshooting:

I left my Microsoft Family and tried it again, nothing

I created a new Microsoft Family and made sure I was an adult with all privileges, still nothing

I have tried changing these settings on 3 devices, my two computers, and my cell phone

I am open to any and all suggestions, just don't tell me to reset my computer again. lol
