Privacy & online safety Game breaking issue

I made my Xbox account in 2011 when I was 11 years old, I'm 21 now and trying to change privacy settings on my account. The organizer email for the old family account I was apart of does not exist anymore. I left the family group on the child account and
created a new account to be the organizer for the child account. After successfully inviting the child account to the new organizer's family, I was able to access and change the settings for the child account at https://account.xbox.com/en-us/settings . I
was able to change all settings EXCEPT for:

You can join multiplayer games

Play games with others in the Xbox Live online community. This does not enable communication.

This option would always revert back to blocked no matter how many times I tried to change it. I was on the correct account, I tried on chrome and edge, I tried logging out and back in again. I am currently unable to play
online on any game because of this issue. I've done deep google searches of this issue and have yet to find a working answer.
