Privacy/Content settings and DLC Accessibility

Alright, so I have Watch Dogs and Ryse, and I've tried buying dlc for these games. I've tried in-game and through the store itself, but no matter what I try. It says I need to change my privacy and content settings. I've NEVER had to do that on my 360,
my 360 STILL allows me to buy dlc. When I go to change my settings, it tells me my settings are in effect but I can't change them until the xbox connects to the service and no other options come up in the privacy settings page. I'm connected to xbox live,
I'm 18, I'm the only account on either xbox, AND I've tried changing my settings through my Microsoft account on the website, but nothing helps.

Hmm what a fiasco. Turn 10 could have done a much better job with the dlc content accessibility.

 

Member Content Privacy Setting

Im trying to download a mission off of Rockstar social club, butt when i download it says that my Member content privacy setting must be set to everyone. I have put it as everyone but it keeps bringing up this. Any suggestions?

 

I'm having the same issue and can't seem to find an answer.
