Privacy and online safety issue (HELP)

Ever since I got my xbox one it has been saying this message to me whenever I go to my privacy and online safety:

"Your privacy and content restrictions/settings are in effect, but cant be changed until we connect to the service." Does anyone know how I can fix this and what it means?

Have you ever tried to access these settings via the Web site? If not then please do.

 

I have this same problem. It asks for a parent account but I don't have one. I've looked the website and all it says is change by using the parent account (which I don't have).
