preview program question

just a quick questions about the preview program updates. when an update is downloading is goes really quickly until it gets to exactly 75% then slows to a crawl for the last 100mb or so (as most updates are around 400mb). does this occur for anyone else?
if its normal then no worries just wondered if there is some setting that is causing me to be the anomaly.

I think this happens for everyone when the console is updating. As far as I'm aware the console has downloaded the complete update by about 75% and the last 25% is the console unpacking/applying the update.
