I was looking at installing the same content for my wife today. When in the Xbox game library hit the left “select” button on the controller when on the game to manage game. Then it should show a screen with the title “Manage Call of Duty: Modern Warfare II on this page click the top box on the right with the game cover. Here it will show all the packs of content available make sure the vault edition packs are installed. I hope this helps! I have attached pictures to help show below.

I purchased it probably under my account. It was downloaded when he was logged in. I checked when I log in and the extras are not there either. 1st season Battle pass is missing as well.
