You can log in on the new console with the account that owns the games and the games will download on that console. However, you can't transfer anything from one account to another.

Great question!

Well, as previously posted, you cannot transfer things like Gamerscore, game progress, or virtual currency between accounts, however we do have a feature called My Home Xbox that you can use to share digital game rights and Xbox Live Gold features between
consoles.

Hey there Hamz,

It is my understanding that an Online Pass will work the same as other DLC items.

If you purchase the content with Gamertag A on Console A then Gamertags B-Z will be able to access the content on
Console A.

Gamertag A will also be able to access the content on Consoles B-Z by downloading their profile to those consoles and then downloading the content from their profile's Download
History. Gamertags B-Z will only be able to play that content on
Consoles B-Z if Gamertag A is logged in.

This should also be true for the Online Passes (I know my Mass Effect Online Pass worked that way).

Try doing a license transfer. You can do this by,

-On your dashboard

Go to Settings and select Account.
Go to Your Billing Options and select License Transfer.
Follow the instructions to transfer the content licenses.

After the licenses are transferred, you need to download the content again to update the local licenses. Then the content can be used by other profiles on your console and when you’re not connected to Xbox LIVE.

To transfer content licenses please follow these instructions:

WARNING: You can transfer content licenses from one console to another once every
FOUR months.

If your console was recently repaired, or if you’ve purchased a new console, use the license transfer option on your console to transfer content licenses. Here’s how:

1. On your console, sign in to Xbox LIVE using the gamertag that you used to purchase the content

2. Go to the Settings, and then select Account.

3. Go to Your Billing Options, and then select License Transfer.

4. Follow the on-screen instructions to transfer the content licenses.

After the licenses are transferred, you need to download the content again to update the local licenses. This way the content can be used by other profiles on your console and when you’re not connected to Xbox LIVE.
