Premium content is blocked

I got Call of Duty: Black Ops 2 for my Xbox 1. But when ever I try to play multiplayer I can't, because it pops op saying that the map Nuke town is now free, so I go threw the steps to download it, but it won't let saying that my account doesn't allow premium
content. I have customized settings that are essentially adult settings with lea way. Could be because I bought the 360 version?

I can't download premium content!

When i try to buy a FIFA 11 Ultimate team code it says buying premium content is blocked on this account. However i checked my settings and nothing is blocked and buying premium content is 'allowed' and not blocked! please help me!

Premium Content Is Blocked?

when an account is banned for account tampering any and all remaining MS points, LIVE, etc and any and ALL download content (DLC) is null and void you will have to rebuy it all over again and this time do NOT tamper with your account.

Hey there AceTheBass01,

Since this thread is 2 months old, it's most likely the issue was resolved. If you're using a child account though, you'll need to obtain the content on an Xbox 360 console. Then download it back on the Xbox One. Child accounts are unable to make Xbox 360
content purchases on an Xbox One console.

Are you using a Child account currently?

This is a retarded error, if you are allowed by the parent you should be able to download these fricking packs regardless of the age of the email you used. I'm trying to use the 400MS points I just got for my account and now I cant use the damn things cause
of this bloody horrible security setting. My account is actually the parent account and I set up a second account with my sister's email which apparently reads as under 18 years old so now I wasted my time and money to buy a damn DLC that I can't even use.
Thanks heaps. Did I mention that the account with my sisters email is the account my grandfather uses to play? >.> (this account) so I seriously doubt that he is under 18. Stupid.

Hey keykiller154! First, you may want to run through the "Xbox LIVE online safety and privacy" to make sure those settings are permitting purchases
and adult content? Doesn't hurt to double-check! Can you also tell us what game you're trying to purchase? Have you had issues with multiple games, or only one specific title?
