Premium Content is blocked for this user

I'm trying to download nuke town for Bo2 since it's now reverse compatible and it keeps saying premium content is blocked. I've tried everything. All my setting are at adult, my email is above the age of 18, yet it's still telling me premium content is blcoked.
Can someone help me and tell me why it's still like this?

Premium Content is blocked for this user - Minecraft texture pack

Hi, I'm trying to allow my daughter download a texture pack on Minecraft, but I keep getting the error "Premium Content is blocked for this user". So I have given her permission to purchase under her account via my parental account on Xboxlive via my PC.
So it shows that she is allowed to purchase. I've loaded my PayPal account details but it doesn't get that far. I've seen on other threads that there could be a DOB issue with the parents account needing to be over 18. That's not an issue... I've had just
my email account for longer than that! So I can't work out where the problem is. Any help much appreciated!

Hey there Blitz!

It sounds like you're running into an issue trying to obtain account that is restricted to accounts over the age of 18. I see you mention that you set your email to be above the age of 18 but the marketplace looks at the date of birth that is set on the
Xbox Live account at creation. If that DOB is under the age of 18, you will be unable to make the purchase using your account. The only way for that date of birth to change to one over the age of 18 is for it to "age out" naturally. Meaning, no one can go
in and change the date of birth on your Xbox Live account.

This is a retarded error, if you are allowed by the parent you should be able to download these fricking packs regardless of the age of the email you used. I'm trying to use the 400MS points I just got for my account and now I cant use the damn things cause
of this bloody horrible security setting. My account is actually the parent account and I set up a second account with my sister's email which apparently reads as under 18 years old so now I wasted my time and money to buy a damn DLC that I can't even use.
Thanks heaps. Did I mention that the account with my sisters email is the account my grandfather uses to play? >.> (this account) so I seriously doubt that he is under 18. Stupid.

Hey keykiller154! First, you may want to run through the "Xbox LIVE online safety and privacy" to make sure those settings are permitting purchases
and adult content? Doesn't hurt to double-check! Can you also tell us what game you're trying to purchase? Have you had issues with multiple games, or only one specific title?
